London School of Economics and Political Science (LSE) News Release

A recent study from LSE and Duke University, published in The Lancet Global Health, highlights alarming declines in HIV service delivery for vulnerable populations in Uganda and Zimbabwe following cuts to U.S. foreign aid in 2025.

Led by Dr. Henry Cust, an LSE Fellow in the Department of Health Policy, the research is the first to provide measurable impacts on service delivery due to reductions in funding. Key services, including HIV prevention (primarily PrEP), testing, and antiretroviral therapy, experienced significant drops after the 2025 PEPFAR and USAID stop-work orders, with no signs of recovery by March 2026, even with a humanitarian waiver intended to safeguard critical services.
