NEW YORK — The Pentagon announced on Friday that it has established partnerships with seven technology companies to integrate their artificial intelligence solutions into its classified computer systems. This initiative aims to enhance the military’s capabilities in warfare.
The selected companies—Google, Microsoft, Amazon Web Services, Nvidia, OpenAI, Reflection, and SpaceX—will contribute their expertise to support “warfighter decision-making in intricate operational scenarios,” according to the Department of Defense.
In recent years, the Defense Department has been rapidly advancing its use of AI technologies. These innovations can significantly reduce the time needed to identify and engage targets in combat, while also streamlining the organization of weapon maintenance and supply chains, as highlighted in a report from the Brennan Center for Justice released in March.
However, the application of AI has raised concerns regarding potential invasions of privacy and the risk of machines autonomously selecting targets in combat scenarios. One of the contracted companies emphasized that its agreement stipulates human oversight in specific situations.
Concerns were also echoed by Anthropic, a company not included in the Pentagon’s recent contracts, which is currently engaged in a legal battle with the military. Anthropic seeks guarantees that its technology will not be used in fully autonomous weapon systems or in surveillance activities targeting American citizens. Defense Secretary Pete Hegseth noted that the company must accommodate any applications the Pentagon considers lawful.
Anthropic’s legal action stemmed from an effort by former President Donald Trump to prohibit federal agencies from utilizing its chatbot, Claude, while Hegseth sought to designate the company as a supply chain vulnerability, a classification designed to protect vital national security systems from sabotage by foreign adversaries.
In March, OpenAI announced a deal with the Pentagon to effectively replace Anthropic’s offerings with ChatGPT within classified contexts. OpenAI confirmed on Friday that this agreement was the same as the one made earlier in March.
“As we stated when we unveiled our agreement several months ago, we believe that those defending the United States should have access to the best tools available,” the company remarked.
One of the agreements with the Pentagon specified that human oversight is essential for any missions where AI technology performs autonomously or semi-autonomously, according to a source familiar with the contract who wished to remain anonymous. The agreement also emphasized that the use of AI tools must align with constitutional rights and civil liberties.
These terms echo the concerns raised by Anthropic; however, OpenAI has previously asserted that it secured similar protections when finalizing its agreement with the Pentagon.
Emil Michael, the Pentagon’s chief technology officer, stated during an interview with CNBC on Friday that it would have been imprudent to rely solely on one technology provider, acknowledging the ongoing issues with Anthropic.
“When we discovered that our sole partner was reluctant to collaborate in the manner we preferred, we proactively ensured our network of diverse providers,” Michael stated.
Companies like Amazon and Microsoft have a long-standing history of collaboration with the military in classified domains, and it remains uncertain if the new agreements represent a significant change in their government affiliations. Meanwhile, newer entrants like Nvidia and Reflection are stepping into this sphere. Both companies are recognized for their open-source AI models, with Michael underscoring the importance of offering an “American alternative” to China’s rapid advancements in AI technology, which often features publicly accessible components for collaborative development.
The Pentagon mentioned on Friday that military personnel are already utilizing AI capabilities through its official platform, GenAI.mil.
“Warfighters, civilians, and contractors are actively implementing these capabilities, significantly reducing the time required for various tasks from months to days,” stated the Pentagon. The department added that the evolving AI capabilities would equip its personnel with essential tools to operate confidently and defend the nation against emerging threats.
