Woman Arrested Again for Running Unlicensed Massage Operation
NAPLES, Fla. (WINK) — A woman previously involved in an illicit massage business has been arrested once more after authorities discovered she was operating without a license.
Xu Huiping, 57, was apprehended following an undercover investigation that revealed she had established an unlicensed massage operation inside a nearby condominium. Huiping had voluntarily surrendered her massage license in October 2025.
Collier County Sheriff Kevin Rambosk stated, “When someone ignores the law and continues these operations, we will not look away.” He emphasized that the INTERCEPT Task Force is committed to identifying and shutting down illegal businesses.
During the undercover operation, Huiping directed a detective from her business to the condominium, which was disguised as a legitimate establishment. Despite outward appearances, A Harmony Spa Inc. on Pine Ridge Road was taking customers through a back entrance.
The condominium was turned into a makeshift massage parlor, complete with decor, relaxing music, and massage tables.
Huiping faces charges for practicing a health profession without a license—a third-degree felony—and failing to maintain or provide a customer log, a misdemeanor. She was previously arrested in 2024 during a multi-agency operation targeting illegal activities in area massage businesses, shortly after the implementation of House Bill 197, aimed at regulating massage therapy and combating human trafficking.
In 2025, she was arrested again on similar charges after reopening her massage business under a new name, with reports of customers receiving sexual favors.
