Small Business Owners Currently Positive but Cautious About the Future: NFIB Optimism Index

Despite many small business owners rating their current business health as “good,” there’s substantial uncertainty that is limiting investment. Holly Wade, executive director of research at the National Federation of Independent Business (NFIB), noted that when owners lack confidence in making significant decisions, they tend to wait for clearer economic conditions.

The NFIB’s August optimism index showed a slight dip, falling to 98.7 from 99.8 in July, but still remains above the long-term average of 98. This follows four months where the index fell below that average. An additional NFIB index tracking uncertainty also declined but remains considerably higher than its historical average.

Wade indicated a deterioration in small business owners’ expectations regarding future business conditions and linked this to previous spikes in activity, potentially influenced by events like the World Cup and the U.S. 250th birthday celebrations. She also mentioned that changes in national policies and concerns over declining consumer spending may have affected their outlook.

Challenges persist due to a tight labor market, especially in sectors like construction and manufacturing. Labor quality and availability were identified as the top issues, followed by inflation, taxes, and sales performance.

The optimism index consists of ten components, with six declining, two improving, and two remaining stable in August. Over two-thirds of business owners still rated their current health as “good” or better, which Wade views as a positive sign. However, the prevailing uncertainty continues to be a barrier, with some owners postponing larger investments until the market situation stabilizes.
