The Coventry City of Culture Trust (CCoCT) faced significant financial mismanagement leading to its collapse in 2023, according to a Charity Commission (CC) report. The trust owed over £1.5 million in public funds and reportedly sought a £1 million loan while likely being insolvent. The trustees failed to provide adequate financial oversight, relying excessively on the executive team for decisions and not properly scrutinizing the charity’s financial health.
Despite this mismanagement, the CC found no direct misuse of funds and noted that no legal action would be pursued against the trustees due to associated risks and costs. The report recognized that the COVID-19 pandemic adversely impacted income and attendance, affecting the charity’s performance during its City of Culture year in 2021.
Coventry City Council expressed its commitment to transparency and acknowledged the challenges faced by the trust, emphasizing that its own actions were not under scrutiny. The CC’s head of regulatory compliance, Tracey Rollock, highlighted the importance of financial diligence among charity trustees, noting the report’s findings as a serious reminder of this responsibility.
