Pennsylvania Aims for $90 Billion Infrastructure Investment Over the Next 12 Years

Since the inauguration of Gov. Josh Shapiro in 2023, Pennsylvania has upgraded 21,291 miles of road and progressed with 1,931 state and local bridge projects.

In the first four years of the program starting on October 1, the state anticipates:

  • $16.9 billion allocated for state highways and bridge projects.
  • $12.9 billion for public transit efforts.
  • $367 million dedicated to multimodal projects.
  • $240 million for rail freight advancements.
  • $154 million earmarked for aviation improvements.

The announcement comes amid concerns regarding ongoing federal infrastructure funding, particularly with the Infrastructure Investment and Jobs Act set to expire on September 30. Recently, the U.S. Senate passed a temporary budget bill to fund the federal government until December 11, which includes provisions for surface transportation projects nationwide.

Many infrastructure sectors in the U.S., especially rail projects and water infrastructure work, are currently experiencing significant growth. The Infrastructure Investment and Jobs Act has been pivotal in driving forward these projects. As of now, the state is optimistic for continued federal funding.

According to PennDOT, “We are currently awaiting federal reauthorization of the Bipartisan Infrastructure Law, which is expected to expire in September 2026. The TYP assumes that federal appropriations will continue but remain stable at 2026 levels throughout the program.”
