The U.S. Department of Energy’s Office of Energy Dominance Financing has announced a conditional loan commitment of up to $4.2 billion for nuclear uprates and modernization projects across Vistra’s nuclear fleet in Pennsylvania and Ohio. This financing aims to boost electricity production from existing nuclear facilities, to sustain plant operations, and to address the rising electricity demand across the PJM Interconnection region.
The investments will target the Beaver Valley nuclear facility in Pennsylvania and the Davis-Besse and Perry plants in Ohio, preserving nearly 4 GW of existing nuclear generation—enough to power over 3 million homes. Additionally, the projects are expected to add 433 MW of new capacity through improvements at current facilities, rather than constructing new power stations.
These initiatives will also support approximately 3,000 project-related jobs and help maintain thousands of permanent jobs linked to the facilities, extending their operation by an additional 20 years beyond their current licenses.
Moreover, the conditional commitment allows the Energy Department to finance potential future nuclear uprates at Vistra’s Comanche Peak Nuclear Power Plant in Texas, aligning with the federal government’s strategy to extend existing nuclear power generation.
However, the $4.2 billion commitment hinges on Vistra meeting various technical, legal, environmental, and financial conditions before funding can commence.
