Ceremony Marks Start of New Self-Sufficient Affordable Housing in Scranton’s South Side

Groundbreaking Ceremony for Affordable Housing Project in Scranton

SCRANTON, LACKAWANNA CO. (WOLF) — On Monday morning, a groundbreaking ceremony was held in South Scranton for the Welby Court Community & Resilience Affordable Housing Project. This innovative initiative marks the first energy-independent affordable housing model in Northeastern Pennsylvania.

The planning for this project began in 2024, and it will utilize green technology to create sustainable apartment living. Leaders from the Afree Foundation and NEPAPAC emphasized the urgent need for such housing in the South Side community.

“We wanted to ensure that we serve the community with technology that truly benefits them,” stated Rashida Lovely, CEO of the Afree Foundation. “South Side really needed this type of housing, and the residents deserve dignified living conditions.”

The project will feature two three-story buildings, offering a total of 12 apartments. Each unit will have a monthly rent of $900, which includes utilities and internet. The apartments are slated to open in February 2028.
