Space Force prepares for delayed advancements due to insufficient funding.

Space Force Modernization Efforts Amid Budget Uncertainty

NATIONAL HARBOR, Md.—Space Force leaders have expressed concerns that modernization initiatives could face delays if Congress fails to approve a complete budget by year-end.

Erich Hernandez-Baquero, the Space Force’s chief of acquisition, noted, “We’re on this ramp-up, aligned with our strategy recognizing the critical nature of space—not only independently but also for the joint force.” He underscored the need for a timely budget as the continuing resolution currently in place limits new program initiation.

The Space Force has requested $71.1 billion for fiscal year 2027, with $19.1 billion allocated for procurement. However, due to the ongoing continuing resolution until Dec. 11, new funding initiatives are effectively stalled, maintaining 2026 funding levels.

Hernandez-Baquero stated, “While we appreciate not facing a shutdown, the CR does slow our momentum at a critical time. We urge Congress to support the president’s budget.” He emphasized prioritization of programs that will deliver the most immediate mission capabilities during this interim.

General Doug Schiess, chief of space operations, indicated that around 10 percent of Space Force programs might experience slowdowns due to the continuing resolution, which could affect the service’s overall operational readiness as threats evolve.

In response to a push for acquisition reform, Hernandez-Baquero aims to expedite military procurement and streamline technology initiatives. He announced plans for a new technology portfolio executive role focused on identifying and facilitating promising technologies for rapid prototyping.

This position, although established, remains unfilled. Hernandez-Baquero intends for this executive to report directly to him and coordinate with program acquisition executives (PAEs) to ensure seamless technology transitions to meet mission requirements effectively.

This summary encapsulates the Space Force’s current challenges with budget constraints and modernization efforts while highlighting potential leadership changes to enhance procurement processes.
