The National Commission for Culture and the Arts (NCCA), through its Program Management Division and the Philippine Cultural Education Program (PCEP), held a Capacity-Building on Culture-Based Governance on August 28, 2026, at the Metropolitan Theater in Manila.
This working conference aimed to engage local government leaders and stakeholders in discussions about the role of culture and heritage in sustainable development and governance. National Artist Virgilio S. Almario delivered a key lecture on “Decolonization for Sustainable Development,” emphasizing the importance of reclaiming the nation’s collective memory for development.
The program included discussions on critical cultural and governance topics, featuring speakers like Rear Admiral Jay Tristan Tarriela of the Philippine Coast Guard, who spoke on the West Philippine Sea, and Heritage Consultant Ar. Michael F. Manalo, who presented a Heritage Development and Planning System.
In the afternoon, discussions focused on integrating heritage and culture into local development initiatives. Eva Marie Singson-Medina shared insights on Vigan City’s UNESCO World Heritage model, while Ar. Jesuben Angel S. Bongolan discussed NCCA program opportunities and partnerships with local governments.
The conference concluded with a session on Localized Planning and Cultural Sensitivity, led by Atty. Noel R. Del Prado, which addressed heritage preservation challenges and the role of creative industries in economic development.
Through this initiative, the NCCA reinforced its commitment to enhancing local leaders’ understanding of culture as a resource for sustainable governance and development. This event is part of the NCCA’s ongoing efforts under the Philippine Cultural Education Program to foster culture-responsive governance and build partnerships with local government units.
