On October 7, 2026, the U.S. Department of the Treasury announced its first civil penalty of $200,000 against Amidi LLC for violating the Outbound Investment Security Program (OISP), established on January 2, 2025. This program mandates that U.S. entities notify the Treasury about specific investments in “countries of concern,” particularly in areas like quantum computing, artificial intelligence, and semiconductors.
On April 19, 2025, Amidi’s Chinese subsidiary made a $92,478 investment in a private Chinese company involved in AI and robotics, which was discovered during Treasury’s compliance monitoring. The penalty was imposed due to failure to report foreign subsidiary transactions that required notification, and for not preventing such transactions.
The OISP’s jurisdiction is expanding following the COINS Act, passed on December 18, 2025, which will add more countries and technology sectors, including Cuba, Iran, North Korea, Russia, and Venezuela, along with new sensitive technologies. The act will take effect after implementing regulations are finalized by March 13, 2027.
