The Department of Hawaiian Home Lands (DHHL) presented a conceptual plan for a new business park in Pana‘ewa, Hilo, at a community meeting held in Keaukaha. The proposed park aims to utilize approximately 146 acres along Railroad Avenue and is part of a larger initiative to develop around 334 acres in the Pana‘ewa area over the next five years. This development includes awarding 400 residential leases to Native Hawaiian beneficiaries in recent months.
DHHL Land Agent Andrew Sante shared details on the project, highlighting that the business park would consist of six areas dedicated to commercial, retail, and industrial uses. The revenue from these leases would be earmarked to support DHHL’s homesteading programs and provide jobs locally.
The project is still in its initial stages, with Sante encouraging community feedback. He emphasized the importance of creating job opportunities close to home and supporting local businesses. Sante noted that spaces in the business park might be available for lease by 2031 or 2032.
Attendees raised questions about prioritizing Native Hawaiian businesses and local beneficiaries for job opportunities. While Albinio expressed interest in focusing on these communities, he could not make any guarantees.
Additionally, plans for a multipurpose community building by the Keaukaha Pana‘ewa Farmers Association were shared, with construction expected to begin in late 2024.
The DHHL is also working on residential developments, aiming to reduce the current waitlist of nearly 30,000 people seeking homestead leases. The recent residential lot awards marked the first in East Hawaii in over two decades.
Upcoming meetings are scheduled to provide further updates on residential leases, with a community meeting on Oct. 19. For more information, visit the DHHL website.
