Senator Tim Scott Introduces Opportunities for Nuclear Energy Investment Act
WASHINGTON — U.S. Senator Tim Scott (R-S.C.) has introduced the Opportunities for Nuclear Energy Investment Act, aimed at boosting investment in the construction of new nuclear facilities and revitalizing grid equipment manufacturing in the U.S.
“American energy dominance requires more nuclear facilities and a modernized energy grid,” said Sen. Scott. He emphasized that the legislation would create jobs, enhance American manufacturing, and promote private investment in nuclear facilities. He noted that maintaining current energy production levels leaves the U.S. reliant on foreign energy and that expanding domestic nuclear energy is essential for the country’s energy future.
Key Provisions of the Act
-
Tax Incentives: The bill seeks to expand existing tax incentives. The current 10% bonus credit for nuclear energy production under the Working Families Tax Cuts will be extended to include investment in new nuclear facilities. This amendment will also allow non-metropolitan areas to qualify.
-
Transformer Production: The legislation will expand the 45X Advanced Manufacturing Tax Credit to include the production of distribution transformers and larger power transformers within the U.S. This aims to expedite grid modernization efforts, as current backlogs for these transformers are approximately two years.
Background Information
-
Nuclear Communities: The bill identifies “nuclear communities,” where unemployment exceeds national averages. Construction jobs for new nuclear facilities will be counted toward the 0.17% employment requirement for the bonus credit.
-
South Carolina’s Role: South Carolina is a leading nuclear power producer, housing several key facilities, including:
- Catawba Nuclear Station
- Oconee Nuclear Station
- H.B. Robinson Nuclear Plant
- Virgil C. Summer Nuclear Station
-
Presidential Support: Former President Trump has advocated for the construction of ten new nuclear facilities over the next decade, requiring an expansion of the nuclear community.
