Healey announces emergency measures and provides one-time assistance to address winter expenses

Massachusetts Governor Maura Healey has declared a state of emergency to address rising winter costs, including funding for the Home Energy Assistance Program (HEAP) and a one-time benefit for middle-income families earning up to $170,000. Healey stated that the funds are available and can be redirected for this purpose. HEAP applications opened on October 1, and middle-income applications will begin in December.

The initiative aims to assist approximately 156,000 low-income households, with eligible middle-income families potentially receiving up to $680 in aid. This announcement comes as Healey campaigns for reelection amidst rising oil prices, partially attributed to the war in Iran initiated during the Trump administration.

In response, Republican gubernatorial candidate Mike Minogue criticized Healey’s approach, calling it reactionary and stating that families need urgent relief. He proposed a comprehensive plan that includes a significant reduction in energy bills by cutting unnecessary climate taxes and a complete elimination of the gas tax. Minogue also accused Healey of copying his proposals and called for a detailed audit of the state budget to eliminate waste.
