Axa XL to Start Underwriting via Specialized E&S Insurance Provider

Axa XL announced that it will launch its dedicated excess and surplus (E&S) lines insurance company next year as part of its expansion in U.S. wholesale operations. Axa XL Excess & Surge Lines Insurance will begin underwriting new E&S casualty business sourced through wholesalers in early 2027, while existing casualty policies will transition to the new entity in mid-2027. E&S property business will follow later that year.

Currently, Axa XL writes E&S business through entities like Indian Harbor Insurance, which reported $2.26 billion in nonadmitted direct premium in 2025. Indian Harbor will continue to operate alongside the new company.

Incorporated in Delaware on August 4, 2025, Axa XL E&S is set to serve as the surplus lines insurer for wholesale brokers. A.M. Best has assigned the company an A+ financial strength rating.

The new rollout, ahead of the Wholesale & Specialty Insurance Association’s annual conference, will also introduce a Guidewire policy administration system in 2027, with existing products and rates unchanged during the transition. Lucy Pilko, CEO for the Americas at Axa XL, emphasized that this initiative is a significant step in strengthening their presence in the E&S market.
