Fort Smith’s RVR to Keep Medical Marijuana Growing License

The legal dispute involving River Valley Relief (RVR), a marijuana cultivation business in Fort Smith, has concluded with a settlement that preserves over 50 jobs. The Arkansas Supreme Court announced on September 23 that the case, which stemmed from allegations by 2600 Holdings regarding the legality of RVR’s cultivation license, has been settled.

2600 Holdings claimed in June 2020 that the Medical Marijuana Commission improperly awarded RVR’s owner, Storm Nolan, a license due to alleged violations concerning proximity to the Sebastian County Juvenile Detention Center. A prior ruling by Judge Herbert Wright Jr. sided with 2600, threatening RVR’s operations.

However, in April 2024, the Arkansas Supreme Court reversed Wright’s decision, enabling RVR to continue operations. The matter remained unresolved until the recent settlement announcement. Nolan expressed relief, emphasizing RVR’s commitment to serving Arkansas patients and maintaining job security for its employees. The Attorney General’s office, while not part of the settlement, welcomed its resolution.

RVR’s expansion plans suggest they are prepared to meet patient needs, reinforcing their role in the state’s medical marijuana market, which recorded sales of $291.1 million in 2025.
