Europe Struggles with Accelerated Procurement in the Wake of Space Defense Initiatives

The recent Space and Defense & Security Summit highlighted Europe’s urgent push to enhance its space defense capabilities, accelerated by the conflict in Ukraine. David Byrne from the European Defence Agency emphasized the need for consensus among the 27 member states, noting that military requirements, previously taking up to 1.5 years to establish, can now be agreed upon in about six months.

Byrne pointed out the significance of standardization and certification in space capabilities, while also stressing the critical need for access to space. Nicolas Guillermin from the European Commission highlighted challenges in merging engineering expertise with flexible procurement processes, particularly in the satellite communications domain. He discussed the IRIS² initiative, aimed at finding a middle ground between owning satellites and procuring satellite capacity.

Lt. Col. Caitlin Diffley from the U.S. Space Force remarked on the U.S. approach of using various industry partners to bring innovative technologies to the forefront, acknowledging that integration of new tech is a challenging but necessary process. Overall, European leaders expressed a desire to move quickly and learn from the U.S. on developing space technologies efficiently.
