Small Business Owners Currently Optimistic but Cautious About the Future: NFIB Confidence Report

Despite a majority of small business owners rating their business health as “good,” there is significant uncertainty holding back investments. Holly Wade, executive director of research for the National Federation of Independent Business (NFIB), noted that when owners lack confidence in making major decisions, they tend to delay until they better understand the economic landscape.

The NFIB’s August optimism index dipped slightly to 98.7 from 99.8 in July, remaining above the long-term average. However, there was a decline in expectations for future business conditions, which Wade attributes to influences such as the recent World Cup and America’s 250th birthday celebrations that had previously boosted activity. Concerns over national policies and anticipated consumer spending shifts also contribute to rising uncertainty.

Labor market tightness remains a major challenge, especially in construction, manufacturing, services, and transportation sectors. Many businesses cited the quality and availability of labor as their primary issue, followed by inflation, taxes, and sales performance.

The NFIB’s optimism index comprises ten components, with six declining, two improving, and two remaining unchanged in August. Over two-thirds of business owners rated their health as “good” or better, a positive sign, but the prevailing uncertainty continues to affect decision-making and investment plans.
