Unity Lutheran Church in Milwaukee’s Bay View neighborhood is seeking to redevelop its property, proposing a four-story building with 55 apartment units along with a smaller worship and ministry space. Pastor Kevan Penvose cited declining membership, revenue issues, and pressing structural repairs as key reasons for this initiative.
The church has faced significant maintenance challenges, including leaks, asbestos, and lead paint. Penvose emphasizes that rehabilitating the existing building is financially unfeasible, prompting the consideration of a new building through a land lease with a developer. This redevelopment could also generate tax revenue and support the church financially.
While the church aims to provide “workforce housing” targeting professionals like teachers and nurses, local member Lynn Rinderle expressed concerns. She fears the added density and traffic from the apartments could negatively impact the neighborhood, which largely consists of single-family homes.
Despite mixed feelings within the congregation, a community meeting is scheduled for September 13 to gather input from members and neighbors on the redevelopment plans. Penvose intends to preserve elements of the church’s architecture, ensuring the new space aligns with the congregation’s needs and community values.
