Iowa to Assist Foster Children in Managing ‘Survivor Benefits’ Funds | News

Iowa has launched a new system to ensure that Social Security Survivor Benefits for children in foster care are preserved until they reach adulthood. Governor Kim Reynolds announced that Iowa has become the 31st state to implement this change, which allows these funds to be invested and accessible to the children when they turn 18.

Previously, these benefits were used to support foster care stipends, but the new initiative aims to help these children become self-sufficient as they transition out of the foster care system. This initiative aligns with First Lady Melania Trump’s efforts to improve outcomes for foster children.

Under the new system, benefits can be directed into various investment accounts, including 529 plans for college savings, I-ABLE accounts for minors in foster care with disabilities, and “Trump Accounts.” This offers tailored options, such as saving for a home down payment or contributing to a Roth IRA. Although officials do not have a precise number of qualifying children, they note it is a small percentage of the 3,700 children in Iowa’s foster care system. Importantly, this change will not impact the stipends foster parents receive.
