Palm Coast City Council Approves Sale for New Rehabilitation Hospital
On July 21, 2026, the Palm Coast City Council, alongside the State Road 100 Community Redevelopment Agency (CRA) Board, approved the sale of approximately 8.5 acres of city-owned property to Sanders Trust LLC. This sale is a significant step toward establishing a $31 million inpatient rehabilitation hospital, expected to create new jobs and enhance access to specialized medical care in Palm Coast.
Key Details of the Project:
- Facility Overview: A proposed 36-bed rehabilitation hospital will be leased to ClearSky Health, anticipated to generate over 100 full-time jobs with an average salary of $75,000.
- Economic Impact: The construction is projected to produce approximately $45 million in economic activity and generate around $310,000 annually in ad valorem revenue for the CRA through 2034.
- Community Benefits: The revenue from the hospital will be reinvested in local projects and improvements, benefitting the broader area beyond the hospital.
John Zobler, Community Development Director, emphasized the positive implications of the project, stating it will transform previously blighted property into a robust private investment that increases health care accessibility and strengthens the local tax base.
ClearSky Health’s Role
ClearSky Health specializes in rehabilitation for patients recovering from strokes, heart attacks, and various conditions such as cancer and orthopedic issues. They manage 16 hospitals nationwide, including locations in Lecanto and Lake City, Florida.

This project aligns with the CRA’s ongoing redevelopment efforts, initiated in 2004, to enhance the quality of life and economic opportunities within the community.
