NEW YORK — On Friday, the Pentagon announced that it has finalized agreements with seven technology companies to integrate their artificial intelligence capabilities into its classified computer networks. This initiative will enable the military to harness AI-driven tools to enhance its operational efficiency in warfare.
The companies involved include Google, Microsoft, Amazon Web Services, Nvidia, OpenAI, Reflection, and SpaceX. According to the Defense Department, their collaboration aims to “enhance warfighter decision-making in complex operational environments.”
In recent years, the Defense Department has been rapidly adopting AI technology. This advancement can significantly decrease the time required to identify and engage targets on the battlefield and improve logistics related to weapon maintenance and supply chains, as reported by the Brennan Center for Justice in March.
However, the use of AI has raised critical concerns regarding privacy violations and the potential for machines to autonomously select targets during combat. One of the contracted companies emphasized that its agreement necessitates human oversight in specific scenarios to address these issues.
Concerns similar to these were voiced by Anthropic, a company not involved in the contracts, which is currently in a legal dispute with the Pentagon. Anthropic seeks assurances that its technology will not be employed in fully autonomous weapons or for surveilling American citizens. Defense Secretary Pete Hegseth stated that the company must comply with any uses deemed lawful by the Pentagon.
Anthropic filed a lawsuit following an attempt by former President Donald Trump to block federal agencies from utilizing the company’s chatbot, Claude. Hegseth had also classified Anthropic as a supply chain risk, a label intended to safeguard national security systems from potential sabotage by foreign actors.
In March, OpenAI announced a partnership with the Pentagon aimed at substituting Anthropic’s technology with ChatGPT in classified settings. OpenAI confirmed on Friday that this is the same agreement initially detailed in March.
The company stated, “As we articulated when we announced our collaboration several months ago, we believe it is essential for those defending the United States to have access to the best tools available.”
According to a source familiar with one agreement, language within it stipulates that missions involving AI systems operating autonomously or semi-autonomously must have human oversight. Additionally, the use of AI tools must align with constitutional rights and civil liberties.
These points are similar to the issues raised by Anthropic, although OpenAI has previously indicated that it secured comparable assurances when establishing its agreement with the Pentagon.
Emil Michael, the Pentagon’s chief technology officer, mentioned in an interview with CNBC that relying solely on one company would have been irresponsible, reflecting on the tensions with Anthropic.
“When we discovered that our initial partner was not willing to collaborate in the way we required, we proactively sought multiple providers,” Michael stated.
Some of the companies, like Amazon and Microsoft, have longstanding collaborations with the military in classified environments, making it unclear if these new agreements will significantly alter their existing partnerships. Conversely, firms such as Nvidia and Reflection are new entrants to this realm. Both companies focus on open-source AI models, which Michael has highlighted as a priority to develop an “American alternative” to China’s swift advancement in AI technologies that allow others to build upon publicly accessible components.
The Pentagon confirmed on Friday that military personnel are already utilizing AI capabilities via its official platform, GenAI.mil.
“Warfighters, civilians, and contractors are currently applying these capabilities in practical scenarios, reducing tasks from months to mere days,” the Pentagon said. They added that the expanding AI capabilities will equip warfighters with the necessary tools to act confidently and protect the nation against any threats.
