Wisconsin Home Energy Assistance Program Now Accepting Applications

FITCHBURG, Wis. (WKOW) — As temperatures drop in Wisconsin, eligible households can apply for heating bill assistance through the Wisconsin Home Energy Assistance Program (WHEAP).

WHEAP helps households cover energy costs from October 1 to May 15. Program manager Jennifer Heaton-Amrhein expects to assist approximately 170,000 households this year, similar to last year’s figures.

Heaton-Amrhein stated, “We will help anybody that comes in the door who is eligible.” For many residents, this support alleviates financial strain while managing rising household costs.

AnnMarie Boucher, who has sought energy assistance for five years, shared her struggles: “The concern is, what do I want in my pantry versus do I want the house to be a little warmer?” Without assistance, she says she would fall behind on bills and face shutoff threats.

Who Qualifies for Assistance?

Eligibility for WHEAP is largely determined by household income, which must be at or below 60% of the state’s median income. All household members are considered, including unrelated roommates. Other qualification factors include fuel costs, household size, and citizenship status. Vulnerable groups such as seniors, disabled individuals, and families with young children are prioritized for outreach.

Funding is available to assist more households this year, despite a decline in service since the program’s COVID-19 peak.

Important Application Information

Heaton-Amrhein advises applicants to be thorough and accurate when completing applications, noting that common mistakes include identifying the wrong fuel type or omitting household members and income sources. The state has up to 30 days to process applications, and missing documentation can lead to denials, although reapplication is an option.

Payments from WHEAP are generally processed weekly and apply directly to utility accounts once federal funding is secured.

Additional Assistance Resources

Heaton-Amrhein encourages those uncertain about their qualifications to apply, recommending that even inquiring households might uncover additional resources. Through WHEAP, applicants may access programs like the Keep Wisconsin Warm/Cool Fund, weatherization support, and crisis assistance for disconnection issues.

With applications open until May 15, residents can find more information and locate their local agencies on the WHEAP website.
