Guam’s Construction Safety Training Expansion
Guam’s expanding construction sector is leading to enhanced safety training initiatives, as UC San Diego collaborates with the Guam Contractors Association (GCA) to roll out specialized courses on the island.
Funding and Growth
The expansion is supported by a $950,000 Susan Harwood Training Grant from OSHA, aimed at improving hazard-prevention training. The Guam Department of Labor reported a significant increase in construction jobs, with 12,470 jobs in September 2025 compared to 7,860 in 2020, indicating robust growth expected to continue through 2026 and 2027.
Training on Location
To address the training needs of new workers, UC San Diego has introduced courses that cover essential safety topics such as warehouse safety, confined spaces, traffic control, and excavation. Conducting training onsite helps employers effectively manage staff availability, enabling more workers to participate without extensive travel costs.
Development of Local Trainers
The partnership with GCA is also focusing on developing local trainers who can provide OSHA-authorized instruction, thereby reducing dependence on visiting instructors. This new professional pathway integrates university courses with the GCA’s apprenticeship program, facilitating the training of local professionals.
Future Considerations
While the initiative shows promise in improving worker safety and meeting the growing demand for training, there are crucial metrics, such as injury rates and the number of authorized trainers, that remain unspecified. Monitoring these outcomes will be essential as the program evolves.
