Massachusetts Expedites Gas Pipeline Evaluation Amid Rising Energy Costs for Households

Massachusetts is facing a challenging dilemma: can the state lower high energy bills by expanding natural gas infrastructure while still meeting its climate goals?

Governor Maura Healey is advocating for a faster federal review of Enbridge’s Project RARE, a proposed expansion of the Algonquin natural gas pipeline. She believes this could provide financial relief for residents already contending with some of the highest energy costs in the nation. Healey estimates that the project would benefit around 600,000 customers and has requested expedited review from the federal government to ensure timely progress without compromising environmental standards.

Project RARE aims to upgrade pipelines and compressor stations across Massachusetts, Rhode Island, and Connecticut, enhancing system capacity by an additional 75 million cubic feet daily. This expansion comes as state regulators recently approved a plan that could potentially save customers about $40 million per year by allowing Eversource to procure gas from this project.

Despite the potential cost savings, Massachusetts has strict emissions targets that discourage reliance on fossil fuels, particularly natural gas, amidst growing public demand for affordable energy. Critics, including members of the Sierra Club, express disappointment in Healey’s shift towards fossil fuel expansion, contrasting this stance with her previous opposition to similar projects.

Overall, Massachusetts’ situation reflects a broader national debate around energy infrastructure, consumer costs, and climate commitments.
