The Missouri Department of Natural Resources recently released its 2026 State Energy Plan, highlighting four main priorities: energy independence, nuclear enablement, economic growth, and reliability. As Missouri transitions from being a net exporter to a net importer of electricity—relying on other states for over 15% of its electricity in 2025—the plan proposes several initiatives.
Key Proposals
-
Nuclear Recommendations:
- Authorizing the Environmental Improvement and Energy Resources Authority (EIERA) to provide loans for nuclear energy projects.
- Exploring the establishment of a Missouri Nuclear Power Authority to oversee financing and development.
- Transitioning the Renewable Energy Standard to an Advanced Energy Standard that includes nuclear energy.
-
Ratepayer Protections:
- The Missouri Public Service Commission would have the authority to approve limited and conditional cost recovery for nuclear projects.
- A competitive grant program is proposed to enhance the nuclear workforce.
Future Nuclear Plans
Ameren Missouri plans to add 1,200 MW of new nuclear capacity by 2040, although specific sites and reactor designs have yet to be finalized. They are considering both advanced large reactors and small modular reactors, with a focus on maintaining grid reliability. Additionally, the utility is looking to extend operations at its Callaway Energy Center past 2044 and aims to incorporate gas, solar, wind, and 2,400 MW of battery storage by 2030.
Ongoing Initiatives
The Missouri Advanced Nuclear Energy Task Force, established to implement nuclear recommendations, held a meeting recently and is expected to deliver its annual reports by December 1 each year, prior to the legislative session.
The plan underscores the state’s commitment to improving its energy independence through a diversified approach, while addressing the need for reliable and sustainable energy sources.
