Fresnillo, Atlantica, and CFE at the Forefront of Recent Energy Permits in Mexico

Mexico’s environmental regulatory body, SEMARNAT, has updated its Ecological Gazette with recent approvals and submissions for energy projects. Noteworthy private investments in utility-scale solar, wind, and battery energy storage are highlighted, primarily from companies like Fresnillo, Atlantica Renewable Power, Solarig, and Firme Beta. The state utility, CFE, is advancing its own combined-cycle project in Jalisco.

Key Updates:

  1. Private Sector Initiatives:

    • Fresnillo Solar:

      • Submitted an environmental impact assessment for the Fresnillo PV Atocha facility in Zacatecas.
      • Project Capacity: 120.846 MW (installed), 100 MW (nominal output) with extensive solar panel and inverter setups, including a 30 MW battery storage system.
    • Solarig Mexico:

      • Received approvals for the PV Moquel Solar in Campeche and PV El Guayabo project in Veracruz.
    • Atlantica Renewable Power:

      • Gained approval for the Parque Eólico Igu wind farm in Oaxaca, featuring a multi-year construction and extended operational lifecycle.
  2. CFE’s Combined-Cycle Project:

    • The CCC Guadalajara project aims for a net capacity of 477.296 MW, with a robust design including multiple turbines and a dual-fuel system.
    • The project, located in Jalisco, is slated for international bidding with a contract requiring specific local content mandates.

Conclusion:

These developments underscore the commitment of both the private sector and state utilities to expand Mexico’s renewable energy infrastructure while navigating governmental regulations to enhance grid reliability and generation capacity.
