Oklahoma State University has appointed Jeff Starling as the new executive director of the Hamm Institute for American Energy in Oklahoma City. Starling, who previously served as Oklahoma’s secretary of energy and environment from 2024-26, has a wealth of experience in energy, law, public service, and leadership.
Harold Hamm, who established the institute through significant donations, emphasized the importance of energy in job creation and community building. He expressed confidence in Starling’s ability to lead the institute and inspire the next generation in navigating the evolving landscape of energy and technology.
Starling officially takes on the role on October 5 and aims to further the institute’s mission in educating future energy leaders and fostering innovation that enhances Oklahoma and the nation’s presence in the global energy sector. He recognizes the pivotal moment for American energy and is eager to collaborate with industry, universities, and policymakers.
He succeeds Dr. Ann Bluntzer Pullin, who will transition to a Special Advisor role to Harold Hamm and join the institute’s Advisory Board, focusing on key relationships and initiatives.
Starling’s background includes leadership roles at Lagoon Water Midstream and Devon Energy Corporation, along with legal experience at McGuireWoods LLP. He has also been involved in various community organizations.
Dr. Kenneth Sewell, OSU’s vice president for research, expressed excitement about Starling’s leadership in advancing energy opportunities and challenges in the U.S.
Founded in 2021 with a generous $50 million donation, the Hamm Institute serves as a center for energy education and research, hosting various programs focused on the future of American energy in the Oklahoma City Innovation District.
