Ukraine has received detailed intelligence on Russian plans to attack its energy system this winter. First Deputy Prime Minister and Energy Minister Denys Shmyhal revealed that the intelligence includes two extensive documents outlining strategies for strikes on electricity, heating, water, and sewage systems. The documents specify the types and quantities of weapons needed for each target, including ballistic missiles and drones.
As Russia intensifies its attacks ahead of winter, President Volodymyr Zelensky has called for increased military support, including more missile interceptors and sanctions against Russia. Ukraine is also seeking additional air-defense systems to protect against the growing use of fast-moving drones and missiles.
In response, Ukraine has constructed over 200 protective structures around crucial infrastructure and is building reserves for rapid repairs after potential strikes. The Energy Ramstein initiative has seen participation from over 40 countries, raising more than $2.1 billion for energy support in Ukraine, with significant equipment deliveries made.
Despite the challenges ahead, Shmyhal notes that this winter may not be more difficult than the last. Previous Russian attacks had severely impacted energy facilities, leading to emergency blackouts and significant disruptions in heating and water supply. The current intelligence is expected to enhance Ukraine’s preparation and recovery efforts.
