Pennsylvania lawmaker Rep. Jeanne McNeill (D-Lehigh) is proposing stronger penalties for leaving pets unattended in cars, particularly in conditions that endanger their health. Current laws allow for charges related to providing basic care but do not specifically address this issue.
The proposed legislation aims to clarify that leaving animals in unsafe conditions, such as extreme temperatures or lack of ventilation, is prohibited. Under existing laws like the Motor Vehicle Extreme Heat Protection Act (Act 104 of 2018), authorities can rescue animals in imminent danger from unattended vehicles.
No bill has been introduced yet, but McNeill’s memo outlines potential penalties: a first offense without serious injury would incur a $100 fine, while repeat offenses or those resulting in injury could lead to a fine of up to $500 and possible imprisonment for six months.
