Pennsylvania legislator suggests fines for abandoning pets in parked cars.

A Pennsylvania lawmaker, State Rep. Jeanne McNeill, plans to introduce legislation aimed at preventing the neglect of pets left in unattended vehicles under dangerous conditions. The proposal will target situations where animals are intentionally, recklessly, or negligently confined in cars that threaten their health, particularly during extreme temperatures or when there is inadequate ventilation, food, or water.

Currently, Pennsylvania law addresses the general welfare of animals but lacks specific provisions regarding unattended vehicles. McNeill’s legislation would impose a $100 fine for a first offense without serious injury. Repeat offenses or those resulting in serious injury could lead to fines up to $500, potential jail time of up to six months, or both. The measure has not yet been formally introduced.
