Taiwan Issues Advisory on Travel Risks to the People’s Republic of China

Taiwan is developing new travel guidance for its citizens heading to China amid Beijing’s tightening of border controls, which may include inspections of travelers’ electronic devices. Alex Huang, an adviser to Taiwan’s National Security Council, stated that various government agencies, including the Mainland Affairs Council and Ministry of Economic Affairs, are drafting guidelines to help Taiwanese travelers mitigate risks associated with travel to China.

The warning follows China’s planned changes to entry and exit regulations, which have raised international concerns, prompting the U.S. to update its travel advisory for the region. Starting next month, Beijing is expected to conduct random inspections of personal communication devices, raising alarms for Taiwanese travelers regarding the potential scrutiny of business information and intellectual property.

Huang outlined three groups of individuals who should exercise particular caution:

  1. Civil Servants: Officials involved in security-related work may be targeted for intelligence gathering. This includes inquiries about critical infrastructure and emergency management.

  2. Religious Workers: Activities like missionary work are under official oversight, and there have been incidents of detention of religious group members visiting China.

  3. Professionals in Sensitive Industries: This group includes individuals working in sectors like semiconductors and defense, as well as employees connected to firms sanctioned by China.

There’s increasing concern that Taiwanese and other foreign companies need to consider potential exposure of sensitive information when their employees travel to China. The tightening of Chinese controls is seen as part of a broader strategy to protect national interests and extend Beijing’s influence beyond its borders. This situation complicates travel plans for companies, especially for professionals carrying sensitive data. The forthcoming guidance from Taiwan reflects these growing concerns regarding monitoring of travelers by China.
