Honolulu has seen a noticeable increase in municipal energy and water usage, as detailed in the city’s latest Annual Sustainability Report. In 2025, city agencies consumed an additional 30 million kilowatt-hours of electricity—equivalent to the annual power needs of around 500 homes—alongside an increase of about half a million gallons of water per day.
Victor Gregor Limón from the city’s Resilience Office indicated that reverting to 2024 energy usage levels could save the city a million dollars. He recommends conducting electricity audits to identify ways to minimize energy consumption. Recently, the Honolulu City Council approved a resolution for a comprehensive citywide assessment to address energy costs, with results anticipated by the year’s end.
The Honolulu Board of Water Supply leads in energy consumption among city departments due to the electricity required for water pumping and distribution to customers.
