High-Speed Rail Authority Restricts CEO’s Contractual Power Following $600,000 Travel Controversy

The California High-Speed Rail Authority board recently voted to limit Chief Executive Ian Choudri’s contracting authority after a state investigation revealed $600,000 in questionable travel expenses billed by consultants. The investigation disclosed that some consultants indulged in first-class flights, luxury car services, and visits to nightclubs and restaurants on taxpayers’ money.

The board’s new measures require in-house legal approval for contracts under $25 million, aiming to enhance oversight. Board members expressed outrage at the misuse of funds, with calls for further investigation and potential termination of contracts with the cited firms. The agency has paused travel payments to the four consulting firms involved and is working on training staff and enhancing travel policies.

Critics, including Assembly Minority Leader Alexandra Macedo, urged for stricter accountability, highlighting the fiscal strain on California families. While one consulting firm defended its practices, the board underscored the need for improved oversight moving forward to prevent similar issues in the future.

The high-speed rail project remains significantly behind schedule and over budget, raising further concerns about mismanagement and fiscal responsibility.
