This year, major programs have been launched in Pennsylvania and New York, while Kansas City and Central Virginia have secured federal funding to bolster their biotech sectors.

Matt Gardner, a life sciences sector president at CBRE, noted the unprecedented scale of capital expenditure from global pharma leaders, emphasizing the significance of these investments. However, he cautions that while government incentives attract biotech players, they often aren’t enough to persuade companies to relocate, as factors like infrastructure and workforce availability take precedence.

Future Hubs

Government incentives can nurture emerging biotech ecosystems. For instance, Pennsylvania’s $125 million Innovate in PA 2.0 program aims to enhance its innovation network. Similarly, New York’s fiscal 2027 budget features a $65 million Bolstering Biotech Initiative to support venture investment and workforce development.

Richmond, VA, exemplifies the potential for new biotech hubs, having recently received $16 million from the EDA’s Tech Hubs program and witnessing significant investments from companies like Eli Lilly and AstraZeneca, who are establishing multi-billion dollar facilities in the region.

Shifts in Pharma Investment Patterns

The trend is shifting away from established hubs like Boston and the Bay Area. Companies are increasingly choosing to invest in locations far from these centers. For example, Lilly’s new facility in Huntsville, AL, reflects a strategic regionally-focused investment, signaling that companies can tap into intelligent labor markets without being close to traditional biotech hotspots.

This public commitment to infrastructure development is anticipated to sustain biotech growth in these emerging regions, with political support seen as vital for facilitating necessary job training and educational programs.
