Revamping the Ministry of Energy and Mines Aims to Simplify Processes and Accelerate Investment Projects in Peru

The Peruvian government, led by President Keiko Fujimori Higuchi, is modernizing the Ministry of Energy and Mines (MINEM) to enhance public management and service delivery. This reorganization, initiated via Supreme Decree No. 018-2026-EM, aims to streamline administrative processes and unblock key investment projects within 120 days.

The reform follows a review of MINEM’s operations, highlighting various organizational and functional challenges that hinder effective coordination. Minister Guillermo Shinno’s administration seeks to optimize roles, improve responsiveness, and eliminate redundancies within the ministry and its associated bodies, such as Ingemmet and IPEN.

The overarching goal is to align the ministry’s structure with contemporary sector needs, thereby ensuring better coordination and resource allocation towards national policies promoting energy access and economic growth. Comprehensive evaluations and implementation of the recommendations will be carried out in accordance with established regulations.
