California Governor Enacts Fusion Energy Legislation, Bolstering the State’s Position in the Worldwide Fusion Competition

New Law Requires Strategic Plan for Fusion

As energy demands grow, our ability to provide reliable, sustainable power is critical for strengthening America’s energy independence. Fusion energy holds great promise in meeting these needs, and California has been at the forefront of fusion development for over 70 years. The recent signing of Senate Bill 925 (SB 925) reinforces California’s commitment to leading in fusion science and supports the state’s burgeoning commercial sector.

SB 925 tasks the California Energy Commission with devising a comprehensive strategy for advancing fusion research, facilitating its market entry, and establishing a clearer framework for locating and constructing future fusion facilities.

The opportunity in this field is vast. Over $14 billion in private investment has been pledged to fusion companies worldwide, with California hosting the largest fusion ecosystem in the U.S., consisting of extensive research expertise, distinguished scientific and engineering talent, renowned universities, and advanced manufacturing capabilities.

By implementing the right policies, incentives, and resources, California is poised to harness the breakthroughs, investments, and job creation that will arise from this rapidly evolving sector. Recent assessments indicate that California’s fusion industry could yield more than $125 billion in economic benefits and support as many as 43,000 jobs in the next decade.

General Atomics proudly sponsored SB 925 and collaborated with Senator Jerry McNerney to promote this legislation. As the race for commercial fusion accelerates globally, the choices made now will determine where future breakthroughs, investments, and jobs will be established. With a sound strategy and ongoing dedication, California can lead the way to a future fueled by abundant energy while fostering lasting economic opportunities throughout the state.
