China Steel Aluminum, a subsidiary of China Steel, is set to invest around TWD 1 billion (USD 32 million) to establish a smart manufacturing plant in Kaohsiung, Taiwan. This investment, announced on October 1, was part of two expansion applications approved by the Invest Taiwan Office, totaling TWD 1.1 billion (USD 33 million).
This facility will be located in the Xiaogang District and will prioritize smart manufacturing and low-carbon production methods. As Taiwan’s leading manufacturer of aluminum rolled products, China Steel Aluminum produces a variety of aluminium items, such as plates, sheets, coils, foil, as well as zinc alloy and hot-dip galvanized ingots.
The investment reflects the company’s transition towards high-end, low-carbon aluminum materials. The new plant is set to leverage artificial intelligence (AI), the Internet of Things (IoT), sensors, digital controls, and data analytics to enhance manufacturing efficiency and maintain consistency in product quality.
Smart Technology and Energy Efficiency
The facility will integrate energy-saving equipment and solar power systems aimed at reducing energy consumption and carbon emissions during production. This initiative is expected to create four new jobs in Taiwan and enhance the overall value and capabilities of high-end aluminium supply.
Situated in Xiaogang, the new plant supplements China Steel Group’s established industrial operations in southern Taiwan, fostering closer integration with its supply chain due to the area’s prominence in steel and metal processing.

Taiwan Investment Program Success
The second approved investment, from Xingzhong Environmental Technology, involves an investment of around TWD 30 million (USD 940,000) to enhance smart production lines at its facility in Wujie Township, Yilan County. This company produces pulp-moulded products and biodegradable alternatives to plastic packaging.
This expansion will implement AI-driven automation and quality inspection, as well as energy-efficient equipment, resulting in the creation of six new jobs.
These approvals are integral to Taiwan’s Invest Taiwan Three Major Programs, which have attracted 1,826 companies and over TWD 3 trillion (USD 88 billion) in investment commitments, projected to create approximately 170,134 jobs domestically.
The Roots in Taiwan Enterprise Accelerated Investment Action Program has seen participation from 237 companies, with TWD 665 billion (USD 21 billion) in investments and a projection of 30,552 jobs.
Additionally, as of October 1, there are 13 companies pending review under the Invest Taiwan program.
