City officials in Cheyenne are exploring a lease with Hanwha Renewables for a 140-megawatt solar project and battery storage facility at Belvoir Ranch. The project, called Project Wrangler, seeks to lease about 3,300 acres for environmental and feasibility studies, with the final project expected to occupy 1,200 to 1,400 acres.
Councilman Tom Segrave emphasized the city’s goal to generate more revenue from unused ranch land. Hanwha aims to establish an option-to-lease agreement lasting up to four years for studies without requesting formal project approval yet. The agreement promises a $50,000 upfront payment and potential lease revenues of $30 million to $60 million if the project proceeds.
The project would include wildlife protection measures, and while Hanwha is the developer, Southern Power might take ownership. The proposal will be introduced at a City Council meeting on October 12.
