Cyberattacks Prompt Cybersecurity Urgency for Texas Energy Sector
Reported cyberattacks on two Texas-bound energy tankers last month have raised significant concerns regarding the cybersecurity of the state’s energy infrastructure. In response, Texas Railroad Commission Commissioner Wayne Christian has called on oil and gas producers, pipeline operators, and other energy companies to enhance their cybersecurity measures.
The Threat
In a news release, Christian emphasized that Texas’s dominant position in the global energy market makes it a prime target for foreign adversaries. He warned, “When the cost of hesitation exceeds the cost of preparation, common sense says we act now to protect vital energy infrastructure from cyber threats.”
Agency Warnings
The Texas Railroad Commission, which primarily oversees the state’s oil and gas industry valued at approximately $385 billion, had previously notified companies about vulnerabilities related to internet-facing devices, including programmable logic controllers. Last spring, a warning issued by federal agencies highlighted disruptions in critical infrastructure sectors caused by malicious interactions with project files and manipulation of data.
Details of the Cyberattacks
The attacks on two tankers near the Strait of Gibraltar reportedly took place last month. One of the vessels, the VL Prosperity, was disabled for 30 hours after the attack, which was initially reported by Iranian media. While U.S. security officials have not publicly identified the attackers, the sophistication of the cyber event suggests involvement from a well-resourced threat actor familiar with maritime operational technology systems.
Current Measures and Recommendations
The U.S. Coast Guard is actively coordinating communications with port operators and vessel owners to maintain safe and uninterrupted port operations. They have encouraged maritime partners to seek anonymous cyber assistance proactively.
Despite reports indicating that the Prosperity was heading for Galveston, local port officials clarified that the vessel was not expected to dock there.
