Pennsylvania legislator proposes legislation to oversee skill games and offer tax benefits.

Pennsylvania Lawmaker Proposes Bills for Skill Game Regulation and Tax Relief

Representative Russ Diamond, the chairman of the House Gaming Oversight Committee, has introduced legislation aimed at regulating and taxing skill games in Pennsylvania. The proposed bills aim to provide nearly $1 billion in property tax relief.

Key Elements of the Bills:

  • Tax Rate: The bills would impose a 20% tax on skill games.
  • Machine Limitations: Establishments such as clubs, liquor-licensed restaurants and bars, and qualified truck stops would be allowed a maximum of five skill machines.
  • Property Tax Relief: Instead of the traditional homestead/farmstead exclusion, homeowners would receive a direct gaming dividend payment of at least $702 annually. This relief targets approximately 2.87 million qualified homeowners in Pennsylvania.
