China imposes fresh travel regulations for its citizens.

China has enacted strict travel restrictions aimed at preventing the illegal outflow of advanced technology, particularly in a time of escalating competition with the United States over areas like artificial intelligence (AI). Under new regulations effective Tuesday, citizens who violate export controls may be barred from leaving the country.

The measures reflect China’s broader drive to safeguard national interests, tightening oversight not just on technology but also on civil servants and skilled workers. A notable example of these restrictions occurred earlier this year, when executives of AI startup Manus were prevented from leaving China amid a government investigation into Meta’s acquisition plans.

According to law professor Henry Gao, these heightened travel regulations evoke a sense of entrapment, likening the situation to the Eagles’ “Hotel California,” where one can attempt to leave but ultimately cannot. Premier Li Qiang’s July decree formalized these rules, aligning with Xi Jinping’s focus on national security.

Further, the regulations will enhance oversight of agencies facilitating overseas travel and require them to notify authorities of anyone attempting to leave illegally. This shift recalls a time in the 1980s when Chinese citizens faced extensive travel restrictions and had to navigate a cumbersome application process often imposed by their employers.
