CEFS Launches New Energy Support Initiative

Energy Assistance Program Announcement

Effingham, IL – CEFS Economic Opportunity Corp is pleased to announce that funds are available for income-eligible households to assist with natural gas, propane, and electric bills, as well as furnace assistance for inoperable heating systems.

Application Timeline

  • Starting October 1, 2026: Applications open for:

    • Older adults (60+ years)
    • Individuals with disabilities
    • Families with children aged 5 and under
    • Households that are disconnected from utilities or under threat of disconnection (less than 25% propane).
  • Starting November 2, 2026: All other income-eligible households can apply.

Applications will be accepted on a first-come, first-served basis until August 13, 2027, or until funding runs out. Households can apply again during the year for Reconnection Assistance or Furnace Assistance if needed.

Expanded Eligibility

  • Eligible Households: Must be customers of Ameren Illinois, Liberty Utilities, City of Flora, Village of Louisville, Village of Clay City, or Shelby Electric and at or below 300% of the Federal Poverty Guidelines.
Monthly Income Guidelines for 300% of Federal Poverty:
  • 1 person: $3,990

  • 2 persons: $5,410

  • 3 persons: $6,830

  • 4 persons: $8,250

  • Other Utilities: Must be at or below 60% of the State Median Income.

Monthly Income Guidelines for 60% of State Median:
  • 1 person: $3,441
  • 2 persons: $4,500
  • 3 persons: $5,558
  • 4 persons: $6,617

Documentation Required

  1. Proof of gross income for the last 30 days for all household members.
  2. Social Security numbers (SSNs) for new LIHEAP applicants and new household members.
  3. Current heat and electric bills (issued within the last 30 days).
  4. Renters must provide a lease/rental agreement showing heating costs are included.

Other documents may be needed based on individual household circumstances.

Additional Discount Information

Income-eligible LIHEAP customers of Ameren Illinois may receive a monthly discount on their electric and natural gas bills through Low-Income Discount Rates. For more information, visit powerbilldiscount.com.
