Grocery Stores Guide Shoppers Toward Unhealthy Options

In low-income areas, while corner markets and convenience stores are prevalent, many residents still prefer shopping at supermarkets—even as these larger stores often promote unhealthy foods. Margo Wootan from the Center for Science in the Public Interest pointed out that snacks like chips are almost inescapable, strategically placed throughout grocery stores to encourage impulse buying. She emphasized that without access to healthy, affordable food options, people struggle to eat well.

Sridharshi Hewawitharana from the UC Nutrition Policy Institute shared insights from focus groups involving SNAP participants, who expressed a desire to eat healthily but found it prohibitively expensive. In many low-income neighborhoods, fruits and vegetables can be priced significantly higher than in supermarkets, exacerbating the challenge of accessing nutritious food.

As participants discussed their strategies for stretching their budgets, stresses emerged, particularly the guilt of not being able to provide high-quality food for their families. A review by NPI researchers suggested that addressing food prices—through tactics like taxing unhealthy foods or subsidizing healthy ones—would be more effective than merely opening new supermarkets.

Wootan advocated for supermarket redesigns to promote healthier options, noting that current layouts favor processed foods due to vendor payments for prime shelf space. Experts at the conference underscored the importance of research to define what a profitable, healthy grocery store looks like and called for policy changes rather than relying on voluntary measures.

Some supermarkets, like Raley’s, are already taking steps to create healthier shopping experiences by providing free fruit for children and repositioning cereals based on their sugar content. However, the broader challenge lies in systemic issues that require significant policy intervention to achieve lasting changes in food environments.
