The City of Birmingham has initiated a significant proposal to invest $45 million aimed at enhancing opportunities for local youth in high-demand careers. This investment will address recreational spaces, financial literacy education, and early childhood learning facilities.
The proposal, introduced by Mayor Randall L. Woodfin and Birmingham City Schools Superintendent Dr. Mark Sullivan, will undergo consideration by the full Birmingham City Council if approved by the Committee of the Whole.
Investment Highlights:
- Future Ready Career and Innovation Center: $40 million to create a state-of-the-art workforce development campus.
- School Basketball Courts: $4.1 million for renovating basketball courts at elementary and middle schools.
- Junior Achievement Economic Education Center: $1 million to support immersive financial literacy experiences for students.
- James Rushton Early Learning Center: $60,000 to upgrade the playground, ensuring safer outdoor learning for young children.
Funding Details
The funding will be sourced from a portion of the ad valorem tax collected by Jefferson County, specifically allocated for public school capital projects. This revenue is projected to grow from $61 million in fiscal year 2025 to approximately $71.8 million in fiscal year 2026. The city plans to implement a pay-as-you-go financing method to manage capital improvements without affecting the General Fund budget.

Mayor Woodfin emphasized the importance of this investment, stating, “This proposed investment responsibly leverages ad valorem funds for their intended purpose: strengthening our public schools while preparing students for the careers that will drive Birmingham’s future economy.”
Future Outlook
The Future Ready Career and Innovation Center will initially focus on health sciences, with plans to expand into various other fields such as electrical trades, HVAC, cybersecurity, and public safety careers. The investments will benefit approximately 3,200 Birmingham City Schools students annually, enhancing the district’s appeal and community role.
