Japanese banks have hesitated to participate due to challenges in converting yen to U.S. dollars for significant infrastructure projects. So far, Japan has announced over $100 billion in projects as part of this investment plan, which was established in July 2025 to mitigate potential tariffs that Trump had threatened on Japanese exports.
