Animal Health Certificate Fees Justified, Says UK Vet Body
Pet owners who are UK residents must get an Animal Health Certificate (AHC) from a vet in the UK for crossings to France.
The British Veterinary Association (BVA) has defended the high fees associated with AHCs, which can exceed £300. This has sparked debates among pet owners who often feel that the fees are disproportionate to the work involved.
BVA senior vice president, Elizabeth Mullineaux, explained that differences in pricing stem from varied business models among veterinary practices. The need for AHCs arises from Brexit, as UK residents can no longer use pet passports recognized by the EU for travel to France. Obtaining an AHC entails a vet confirming that a pet meets specific health requirements, including proper identification and a valid rabies vaccination.
With a recent EU regulation stating that UK residents cannot use French-issued EU pet passports, many pet owners are searching for more affordable veterinary options. Dr. Mullineaux highlighted that AHCs are more complex than the previous pet passports, often requiring a consultation that can last 45 minutes to over an hour, particularly for multiple pets. Consequently, these factors contribute to the higher costs.
The disparity in fees among practices varies widely due to differences in operational costs, including staffing, pricing structures, and rental expenses. However, the government has hinted at a potential veterinary agreement with the EU that might simplify pet travel regulations in the future.
Anticipation is building for progress at the upcoming UK/EU summit, aimed at reaching a new agreement on plant and animal health by 2027, which could pave the way for the UK to issue EU-recognized pet passports again.
In the meantime, pet owners are left navigating the sometimes costly process of obtaining necessary certifications for travel.
